Background
----------

This is a "Just For Fun" scenario made using the original Caucasus/Stalingrad map as the geographical setting. 
It is late I 1938.  Germany is busy in Bohemia and the Russians are having a difficult time taking care of a small Finish problem.  While this is going on, the French and British have placed an embargo on the Italians for their aggressive actions in Abyssinia and Albania.  With their supply of oil threatened Italy looks for a new source, a source which they alone can control and exploit...  the oil rich Caspian Sea region around Baku looks promising.  An invasion fleet is dispatched to the Black Sea with orders to secure the Baku area and all oil production facilities found in the vicinity.
Italy also finds a ready ally in Rumania.  The Rumanian's have ample oil but are still seething over their losses from the First World War.  They find the idea of extending their control across Moldavia, Bessarabia, the Ukraine, Crimea and parts of the Caucasus most appealing and agree to provided forces to guard the Italian Northern flank.  
The Russian Bears may be busy in the North but they are not blind to the activities in the South.  Stalin orders a mobile column South to defend the good peoples of Mother Russian and drive the invaders from her soil.  The opposing forces sides will meet somewhere in the Stalingrad area.

Scenario Notes:

For a victory, the Italian/Rumanian coalition must hold all objectives; otherwise the Russians win by when the world powers threaten more than an embargo on Italy.
This scenario is designed for the Russian to be aggressive.  Recommend that solitaire games be played from the Italian/Rumanian (Axis) side.  In PBM games the Russians hold an edge, therefore, it is recommended that PBM games be balanced by providing the Axis with an additional +2 in prestige.  

Panzer General purists will notice that, although this scenario is set in late 1938, some equipment types are used which, historically, were not available until 39 and 40.  Obviously I take literary license with my scenario design.

You will also notice that there are no fighter aircraft available, neither in the initial disposition of the units nor as units availability to purchase.  (Actually, at the early date of this scenario there is very little available to buy, therefore, the tactic of choice is to preserve the units you already posses by using liberal amounts of reinforcements)  AA and AD are the only units available for protection from air attack so select your deployment wisely.  This scenario is intended to feature the ground units while the aircraft provide close air support at the critical points of the battlefield.  
There are also a few naval units for both sides.  This adds a bit of risk to the landings and provides a form of mobile fire support; however, the naval units are far from the objectives and will have little influence on the outcome of the campaign.
